SITUATION REPORT #6


SUBJECT: Hurricane Humberto


DATE AND TIME COVERED: Saturday , 15 September 2007, 08:00 PM through Sunday, September 16 August 2007, 12:00 PM


CURRENT SITUATION:

The PODs (Point of Distribution) supported by Texas Military Forces at the First Baptist Church in High Island and the Joe Faggard Building in Crystal Beach are still in operation. A third POD supported by the Gilchrist Volunteer Fire Department has been established. The Red Cross shelter at the First Baptist Church in High Island will cease operation as a shelter but will remain open to house members of Texas Military Forces and other support teams in the area. The Sysco Kitchen is operational. Meals are being cooked at the Crystal Beach Annex and distributed via 4 ERVs throughout the peninsula. CLEMC and League City EMS teams are on scene in Crystal Beach to provide EMS support until 8:00 PM. Damage Assessment activities with teams on the ground from Galveston County Emergency Management and Red Cross. Road and Bridge continues to remove vegetative material debris. A pumper truck from Tidelands was dispatched to pump the septic system at the Crystal Beach Volunteer Fire Department. Texas Alert Team Members and Southern Baptist Men continue to work to remove the debris from homes on High Island. Entergy has restored power to High Island and continues to work to restore power to the remainder of the peninsula. One lane of Highway 87 will be closed in five mile increments to facilitate power pole repair. The Galveston County Office of Emergency Management has activated selected staff (Incident Commander/Operations, Planning, Mass Care) at this time for recovery efforts following Hurricane Humberto.

AREAS AFFECTED BY THIS EVENT: Bolivar Peninsula, Cities of High Island, Gilchrist, Crystal Beach and Port Bolivar.

RESPONDING OFFICES/DEPARTMENTS, RESOURCES COMMITTED: GCOEM, GCSO, Health District, Red Cross, Texas Military Forces, Texas Alert Team, Texas Department of Public Safety, All VFDs on Bolivar Peninsula, Road and Bridge. 

CASUALTIES: None reported.

DAMAGES: Structure Damage, Overturned RV’s, Roof Damage, Power Lines, Trees Uprooted.

EVACUATION: None.

SHELTER: First Baptist Shelter will be closing later today

ROADS CURRENTLY CLOSED/IMPACTED: All roads are passable but portions of Highway 87 will be reduced to one lane.

CURRENT UTILITY OUTAGES: Electricity has been restored to High Island but remains out on the remainder of the Bolivar Peninsula.

COMMENTS: The Emergency Management Office continues to monitor the situation and assist with resource requests. Conference calls are being conducted with the Galveston County jurisdictions, public agencies, utilities, and first responders in the affected areas and the State of Texas Operations Center. The next conference call is scheduled for 3:30 PM September 16, 2007 with members of the response effort and at 3:30 PM September 17, 2007 with members of the response effort. The Emergency Operations Center is at Level 2.
